All whip spec is meant to do is whatever you hit, takes away that amount of run from your opponent.
Example:
X10 Hits: You hit a 500, 50 run energy is removed from your opponent.
Normal Hits: You hit a 50, 50 run energy is removed from your opponent.

That is why it doesn't work on NPC's as it wouldn't effect them in any way.
